Send each list with its reason (bankruptcy, deceased, identity theft, attorney, cease, SCRA, unverified dispute, litigious, open complaint, internal do-not-call, revoked consent, wrong number, bad number, email opt-out) and its entries as account references, phones or emails. Account reasons stop all contact on the account; phone and email reasons block only that number or address. You get one deduped set with the strongest reason and the rule behind it for each key, with phones shown as the last 4 digits. Send a dial load and it comes back split into kept rows and removed rows, with the reason each row was removed, plus invalid phones and duplicate rows. No names or SSNs are accepted.
