Send aggregate result counts for each skip-trace vendor over the same period: records submitted, hits, contacts attempted, right-party contacts, wrong numbers, deceased and bankruptcy flags and how many you confirmed, duplicate charges and cost. You get hit rate, right-party contact rate and wrong-number rate with conservative 95 percent lower bounds, cost per hit and per right-party contact, flag precision, payments per 100 records, and a recommended waterfall order ranked by conservative cost per right-party contact, with small samples ranked last. A vendor that supplies consumer report data is blocked until your permissible-purpose certification is on file (FCRA 15 U.S.C. 1681b and 1681e(a)); a missing safeguards contract is flagged (16 CFR 314.4(f)); a high wrong-number rate means reassigned numbers, so scrub against the Reassigned Numbers Database before dialing (47 CFR 64.1200(m)) and verify the right party before saying anything (1692c(b)); low-precision deceased or bankruptcy flags are flagged.
