Payment processor gateway

Sandbox. Tokenized NMI sale/auth/capture/refund/void/vault and transaction query, plus a Stripe Checkout link, on the agency's own merchant account. Rejects card numbers, enforces settlement offer tokens for AI agents, never auto-retries.

Built and tested; the vendor connection is not switched on yet, so vendor-backed actions answer status "not_configured" at no charge. Pass "sandbox": true to see a mocked vendor response (never charged). Actions: sale, auth, capture, refund, void, vault_add, vault_charge, query, checkout_link.
