Applies Reg Z 12 CFR 1026.36(c): a periodic payment credited as of receipt (late crediting is a violation when it caused a fee, interest or a late report), partial payments in suspense counted once they add up to a full payment, non-conforming payments credited within 5 days, no late fee caused only by an earlier unpaid late fee, and payoff statements sent within 7 business days of a written request (with the bankruptcy, natural-disaster and loss-mitigation exceptions).
