Compliant email delivery

Sandbox. Consumer email through Resend with stop flags, address verification, possible-work-address block, Reg F opt-out and debt-collector disclosure lint, no debt details in subjects, quiet hours and daily caps.

Built and tested; the vendor connection is not switched on yet, so vendor-backed actions answer status "not_configured" at no charge. Pass "sandbox": true to see a mocked vendor response (never charged). Actions: send, status.
