Live. Verify a caller is the consumer (last 4 of SSN + date of birth) before disclosing anything, with lockout and a signed session.

Enroll accounts once (only a keyed one-way verifier is stored, never the SSN, last 4 or DOB). Verify returns true/false only, never which value was wrong, locks an account after 3 failures in 24 hours, and returns a 15-minute signed session listing the verified accounts.
