Collection letter builder

Sandbox. Receipt, payment plan, settlement, itemization-on-request, paid-in-full and custom letters as HTML and text with the ledger computed in cents, scrubbed free text and the Mini-Miranda. Mailing through Lob switches on with a key and legal approval.

Actions: render, mail. Some premium actions switch on later; they answer not_configured at no charge until then.

Status: Sandbox. Built and callable, but the vendor is not switched on yet for: mail (answers not_configured at no charge; sandbox:true returns a mocked vendor response). Runs for real today: render.
